The Time Lord I think that is hiding in plain sight among pop culture is Colonel Robert Hogan of Hogan's Heroes. There are too many times Hogan is able to get around Germany to simply be explained away with a borrowed/stolen staff car. He is almost always able to come up with solutions to virtually impossible situations to win. He's a master of good timing. Most of all the tunnel complex revealed in the pilot and over the series seems larger than it realistically should be.
